We do have a long term Plan for the Project... all be it a very basic outline Plan... and a range of General Strategies to pursue on several different fronts... but, from Inception to Implementation is a very long process with no guarantee of success... no idea of what level of support can be gained... or resources available.  We will attempt the following... as and when possible...

In many ways... the strategies we adopt will depend on how others respond.  If for instance, Police and Politicians are hostile to the idea... then the strategy will have to be very different than if they were supportive of the idea.  We will need to monitor progress and develop a response... as and when required.

Planning a Route.  Though it is easy to look at the top of a mountain and decide that this is your chosen destination... the exact route that you must take to get there... or whether you will ever get there... are not questions that can be answered at the outset... you can only plan so far... after that the time comes when you just have to start climbing!

Why support such a System?

Clearly, not everyone would want to support a Road Safety Strategy such as this.  If you are already one of the 2 million illegal drivers in Britain... or consistently drive around in a dangerous and aggressive manner... leaving a trail of harassed drivers in your wake... then the existing system will be much more to your liking.  On the other hand... the vast majority of 'law-abiding' drivers are doing very badly under the present regime... and might be very happy to see a few changes.  Without doubt... the next few years will bring a whole raft of changes... and they will have a significant impact on the way you live.  So, you can either sit back, and accept whatever the Authorities decide... or you can start making your voice heard.

Where we are now.  There have been no significant reductions in the rate of road accidents for quite some time... despite a huge increase in the number of Fines, Points and Driving Bans.  If you are a part of the law-abiding majority you will be paying an Insurance surcharge to cover uninsured drivers... while the Fine for those having no Insurance is being reduced.  There are now about 2 million illegal drivers in Britain... who have not Registered their vehicle... have no MOT, Tax, Insurance... who drive however they like... and park wherever they want.  And what do the Authorities do about them?  Not very much!  They prefer to go for the easy targets.

Where we're heading.  This situation will only get worse.  As the Government pass more and more Laws... they will start using various new technologies, like... ISA, GPS, black-boxes, cameras, etc... in order to enforce them.  These technologies will enable them to... monitor, control and punish the law-abiding majority... but will be ineffective against those who wilfully break all the rules.  A real Big-Brother scenario!  Car ownership will become increasingly expensive... with pay-as-you-drive Insurance, road-pricing and congestion charging... and there will be little you can do about it unless you join the growing ranks of illegal drivers.

If you are a driver... you should have a serious think about these new technologies... which ones would you be happy to live with?  What sort of affect will they have on your life?  Would you be happy having your vehicle's speed controlled by a Satellite?  Would you mind if a black-box recorded every journey you took... and sent you a bill?  All of these technologies will cost, literally, £billions to implement... and of all the problems you encounter on a daily basis as a driver... these technologies won't solve or alleviate any of them.

Alternative.  We believe this approach is totally warped... that technology should be used to empower the law-abiding majority... encouraging people to become Active Citizens... working with the Authorities... and targeting those who wilfully break the law.  A system that can significantly reduce the level of fatalities... can deal with any problem on the roads while still applying some basic commonsense... and without costing a fortune.  You do not need to be pro-car or anti-car to appreciate the benefits of this type of system... it is quite possible to go out and enjoy the driving experience... without sacrificing road safety.

Developing the Project.

Our main aim is to... provide the framework and facilities in order to become the 'Hub' of a Social Network of Communities.  To publicize and promote the idea of using Technology as a means of empowering the Individual... and local Communities: [rather than concentrating power into the hands of the State:] through an Online, Interactive Project.  Readers should make their own assessment as to whether they believe this Project is viable.  [Baring in mind that part of the Project involves developing the Implementation Strategies as well.]
 
All the following sections are intertwined to a certain extent.  Part of The Project would be to further develop and refine the Concept... and to build  a new, highly interactive Website.  So, this section is really concentrating on ways of spreading the word about the Concept... and to publicise and promote the existence of the Website.  Objectives for the Project...

[discuss local issues with local people, or common problems with people from anywhere]... set the agenda, change the rules, call for a debate, propose a vote, influence a change??? and effectively, become the driving force behind the Project.
Parameters.  There are no definite parameters to this subject... it could just cover New Technology in respect of Road Safety... i.e. Speed Cameras: ISA: EVI: the Internet: etc.  It could extend out to associated subjects like... Driver Training: Graduated Licences: Fines: Driving Bans: etc.  It could cover New Technology and the road user... so might also include... Road Pricing: Congestion Charging: Car Pooling: Pollution: Parking: Pay-as-you-drive Insurance: etc. etc.

Co-ordinate Efforts. 
We see one of our main roles as a 'Co-ordinator of Efforts'.  We cannot possibly succeed in this enterprise by our own efforts alone... it is going to take a lot of effort from a lot of people... but we need to ensure that efforts are duplicated as little as possible... and people are able to benefit from the experiences of others.

Monitor Progress.  
We can keep an eye on what is happening in many different areas and publish a progress report on our Website.  We can offer encouragement and publicity to those who are making progress... while offering support to those who are struggling... and where there is no progress... we can jump in and take a lead.  We can make life easier for anyone becoming involved by making all kinds of 'Information' available to them... which could be used in a practical way.

Credibility. 
As we hope this will become a 'Grassroots' Organisation we would like to build it from the ground up.  That means... before we ever start approaching large Organisations... or levels of Government... we would like ordinary members of the Public to have an opportunity to give us some Feedback... to make a Comment... to express their Opinions... and to submit their Ideas.  Our 'credibility' with other Organisations and Governments should, hopefully, increase as we attract more and more Supporters... so spreading the word... far and wide... is very important.

  • Credibility is very important... it has to be earned: [from our Supporters... and from any Critics] and can only be establish over a period of time.  This is one reason that we want to build the Network from the ground up... so we have a bit of time to sort out unforeseen problems.
  • Initially... we will have a very basic Website: a 'flawed' Concept: and very limited Support.  After a period... as we start to approach Organisations: Companies: and the like... we hope to have a professional looking Website: a solid Concept: and good grassroots Support.

Again, this is one for the future... we intend to put together an 'Action Pack' which we could send out to people who know little or nothing about us or our aims.  We might be able to create something which anyone could download and send to... an Individual: Professional Body: Organisation: etc. explaining our Objectives... and might include such things as... a Letter: copy of our Home Page: outline of the Concept: the entire website on a CD: background Information: Progress Reports: etc. ???? or whatever else we can come up with.

In Time... we could supply names and addresses of National and State Politicians: Professional Bodies: Motoring Organisations: [and the like] in many different countries.  The idea is... that by simply clicking on the different names... a person would be able to access their 'File', and read copies of any letters which had been sent to that person and any replies: [of course, this would depend on people keeping us informed about what they were doing.]  Write your own letter... if you wish... then e-mail us a copy of the letter... and the reply.  Let the person know that you are writing as part of the 'Network' and that the letter and their reply will appear on the Website.

This may be a little further down the track, but eventually people will need to get involved with pushing the agenda at a 'Political Level'.  By this time things could be quite complicated... it may involve... attending Meetings: being on a Committee: or lobbying Politicians.  It is possible that we might have developed a working relationship with the individual or group by this stage... be in regular Contact: give Advice: offer Support: or whatever is needed and resources allow.  At this point... it is not possible to expand the idea to far... this is supposed to be an 'Interactive' Project so it is a role we will need to develop and grow into.

If this Scheme was Implemented... we believe it could save... Initially at least... we believe this Project could very well stand or fall on our ability to raise funds from those who support our basic objectives.  Fund raising is a vitally important part of this endeavour... so, 'all donations are gratefully accepted'!!  However... the overall success of the Project requires many people to participate and contribute in a whole variety of ways.  So... we do not wish to discourage anyone from simply offering their... Energy, Talents and Ideas.  A little further down the line we may be able to generate other forms of Revenue... at which point... the Financial situation may simply determine our effectiveness to pursue our Objectives... rather than our Survival.

Advertising.  
Recent figures about advertising revenues generated from websites are not particularly encouraging.  If you reach the stage where you are generating, literally, millions of 'Hits' then it might be possible to generate a reasonable cash-flow by signing up with some Online Affiliates... earning commission from 'click-through' Rates... or a percentage of actual Sales.  We are presently, experimenting with quite a few Adverts from different Affiliate Networks... just to see what works... and what doesn't.  So... if you see anything interesting... please give it a click!

This is something we believe would be quite a bit further down the line.  Before any commercial enterprise is going to associate itself with you... it's necessary to create the right Image... achieve a certain Profile... and establish a certain amount of Credibility.  All these take Time.  As with Advertisers... any Sponsor would have to be deemed 'appropriate' for the Network.

Commercial Supporters.
These may be considered to be somewhere between a Sponsor... and an Advertiser.  They may not have the high profile of a Sponsor... or be making a purely, short-term commercial decision... like an Advertiser.  Perhaps some companies, like... manufactures of high-performance cars and motorbikes... might want to offer support because it is in their own long-term interests to have this kind of system introduced rather than some of the alternatives.

Developing the Concept.

It is our intention to build from the ground up.  That means we start with the general Public... developing and refining the Concept by get their Ideas and Opinions first.  Once we have a 'reasonable level' of public support we can move on to... the Media: Police: Motoring Organisations: Road Safety Organisations: and the like... who we can expect to look into the Concept in much more detail... and be much more critical.  Finally... we can start to tackle Governments at State or National level: [not to say that we will be able to control things in exactly this way.]

Public Apathy and Government Inertia... may be the two biggest problems we face.  The whole idea of Road Supervisors relies on a large number of people being prepared to get involved in their own communities... or at least in the things that directly affect them.  If you cannot even generate enough interest for people to say that they support what you are trying to achieve... then it would be virtually impossible to get them to actively participate in this type of system.  It's also unlikely that those at the centre of Government will take you very seriously... they are not going to attempt anything radical unless there is quite obviously, substantial grassroots support for the objectives.

Refining 'The Concept'.   
This is an ongoing process and so it will change... depending on the Feedback and new Ideas that we get.  The Concept does not have to be done in fine detail... any Government implementing such a scheme will sort this out in their own way.  We are more concerned with demonstrating the basic concepts and explaining how and why it would work.  The quality of The Concept is very important... because ultimately it will only succeed if it is good enough to withstand the closest scrutiny from 'Expert' critics.

Could be for many reasons, whether they are... Practical: Legal: or Philosophical... we would like to hear about it.  That way we can... deal with the Issues... find Solutions... or alter the Concept if necessary.  We are not saying anyone will base their opinion on self interest, but...

  • dealing with accidents and their consequences is a multi-billion dollar Industry... so any sudden downturn in 'business' is going to produce a few 'losers'.  
  • For those from the Emergency Services... or Medical Professions... it would probably just mean allocating their resources to some other area.  
  • For others... like... car parts Manufacturers: Suppliers: body repair Workshops: insurance claims Assessors: Lawyers: tow truck Drivers: Manufacturers of equipment for people with disabilities: etc. etc. it could mean... loss of Earnings: loss of a Job: or even Bankruptcy! 
There will also be some who will not like 'The Concept' because they know they would fare very badly under such a system... or others who read one page of the website and then start screaming... this is Fascism! this is Big Brother!!  While others will react with horror at almost any new ideas... on any subject.  So... for one reason or another... we should expect plenty of opposition.

Developing the Website.

The basic 'bare bones' Website that we have at the moment is very different from the Website which we hope to develop... given the necessary resources.  We envisage a great deal of what we do... and hope to achieve... being done via the Internet... so our number one priority will be to build a Fast, Efficient, Interactive Website... which can cater for all the needs of our visitors.  This might be a gradual process of growth done over a couple of Stages...

At Stage 2... we cannot say exactly what the situation will be... but as an example... let's say we have expanded by creating 5 virtually identical copies of the Website.  On the Home Page there might be National flags of... U.S. Canada: Australia: Britain: and one representing 'The Rest of the World'.  When a Visitor clicks on their National flag, say... Canada, they are taken to one of these sub-sites specifically set up to cater for that Country.  Nearly all the 'Content' would be the same... it's just the Advertising that would be different.  [Perhaps the fifth sub-site... aimed at 'The Rest of the World' would carry little or no Advertising.]

Stage 3... from having 5 very similar copies of one Website we might then have a copy translated into another language... which would depend on where the most Visitors came from: [example... having one copy done in Spanish would cater for quite a few different countries.]  As numbers continued to build there could be copies in many different languages.  Not only could there be separate sub-sites for different countries but... depending on traffic levels... separate sub-sites for individual States as well.  But again... something which is becoming almost standard practice on the Internet... visitors would just have to click their National Flag and they would be in the right section.

We are well aware that the present design is very basic and could certainly be improved upon.  Our aim was to concentrate on the 'Content' to begin with.  Once it is 'up and running' we can concentrate on making visual improvements, like... better Layout: Graphics: and Colour Schemes... and making sure that it functions properly: i.e. Logical: Accessible: Reliable: Downloads Quickly: etc. etc.  In the long term... it will need to be as technically sophisticated and 'Interactive' as other Social Networking websites like... YouTube, MySpace and FaceBook... where people really can set the agenda for themselves.

To begin with the Website will only be available in English.  Depending on how many visitors we get... and where they come from: [and if resources allow] it is possible that we will have the Website translated into other languages: like... Spanish: Italian: French: German: Japanese: etc.  [Possibly??? this could be done by allowing someone 'local' to reproduce a copy in their own language... then running it as an autonomous enterprise... with a link to our Home Page.]

Easy Interaction and Contact.
If there are a large number of visitors from different countries then we will try to supply separate... Chat Rooms? Message Boards? Forums? E-mail? facilities for each group.  We want to make it as easy as possible for people to... take a look at the Big Picture... find out what is going on in their own area... or make contact with other individuals who... live in their area... are a similar demographic... have a similar interest... or problem they want to talk about.

Template Letters for appealing against various Traffic Infringements and the like.  There are already some of each in this section... but all could be much better... particularly as Legal Information is different for each country.

We cannot say exactly where the Parameters of this... Website... Project... will start and finish.  New Technology does not just affect the road safety issue... there are also things like Congestion Charging, Road Pricing, Pay-as-you-go Insurance... and these will also involve such things as... various kinds of Cameras, Number-plate recognition, EVI, Black-boxes, GPS control, ISA speed limiters, Sat-Nav, etc. etc.  [See New Technologies.]

Each country has its own processes and procedures... the following is just to try and give some idea of what might be required by any Government which was going to introduce a Road Supervisor type scheme.  [Though each Government might have its own system there are often exchanges at this level where people go to another country to see how things are done and to learn and benefit from the experiences of others.]

If one State... or Country... were to successfully introduce such a scheme... and attain a significant reduction in their accident rate... it would provide a tremendous boost to those in other countries who were also trying to get it introduced.

Their own Study...  
and consultation process.  Introduction of any new laws or system is usually quite a long involved process... which gives various organisations the opportunity to have some input.  It is our opinion that as we begin the 21st century and with the introduction of so much new technology... this would be a very good point in time for any Government to take a long hard look at Policing methods for the roads... and decide exactly how they want to proceed into the future.  They should publish an 'Outline' Plan... as we are doing [based on this Concept... or any other they happen to have] and invite 'in-put' from such bodies as... the Legal Professions: the Police: the Medical Professions: Motoring Organisations: Road Safety Campaigners: and even ordinary members of the Public.

There is a endless supply of talent and experience which could be drawn on.  Once everyone had been given the chance to... air their Views: express their Concerns: input their Ideas: etc. a final comprehensive Road Safety Plan should be developed which covers every aspect of driving and for which their was broad agreement... that it would work... and that it was the direction that they wanted to proceed as a Society.

Long-Term Planning.  We believe the present situation in many countries is a complete shambles... with new laws or initiatives just being introduced piecemeal by Politicians or the Police... without any real Public Support... and without any long term Strategic Planning.  Just changing the odd law here and there will achieve very little... 'Road Safety' needs to be an integral part of the whole system from the time a driver first starts... to the day they retire.

The drafting of a legal document.
Before it can be put into action a Bill would have to be passed though the National or State Parliament.  This details... everyone's Rights and Responsibilities: guidelines for the Police: Courts: and in this case... Review Panels: and Road Supervisors.  There are issues as to which Government department would run the system: Finances: recruiting Staff: and setting up Premises.  This would also apply on a local level... who is paid: who is a volunteer: what expenses could be claimed: where exactly would meetings be held: where would Review Panels sit... etc. etc. etc.

Rule: Guideline: piece of Advice: and Procedure... would have to be discussed and agreed on by some sort of a Committee which had been set up by a Government.  This would not need to be completed before Road Supervisors were recruited... a different 'Training Manual' should get them to the stage of passing a test.  The 'Handbook' should contain everything they need to know after qualification in order to complete their task.

Recruit sufficient numbers...
of 'Road Supervisors'.  The whole system is dependent on recruiting enough drivers to become Road Supervisors.  As any Exam... or Test... would not be that difficult or time consuming to pass... any lack of response could come about because of poor Promotions... or Marketing.  There are many experienced drivers who could qualify... and this is an issue that has a direct impact on everyone using the roads... so it is hard to believe that the whole idea would fail at this stage due to lack of interest.  Any Government would be in a good position to promote the idea among its own employees and the system could be launch with only 1 or 2% or drivers recruited: [though something like 10% might be aimed for] so this should be an easy enough target to reach.

Recruiting and Training...
'Senior Road Supervisors'.  There is no minimum percentage of drivers required for this category... although desirable... the scheme could operate without them at all.  Recruiting could be carried out within the same timeframe as for Road Supervisors... although the Training would take longer... and a Training course would have to be devised from scratch.  Initially... recruits would ideally come from those who are part of the... Emergency Services: Armed Forces: or Medical Professions.

Recruiting and Training...
volunteers for 'Review Panels'.  Similar to the above, drivers need to... be recruited: a Training course devised: and Training completed.  This is quite a long process because you first have to... devise a Course... Recruit and Train those individuals who are going to carry out the training for each category.  A Target might be set as to how many recruits were required in each category before a Trial Period could be launched.

Developing a range...
of courses for 'problem' drivers.  In some countries these might already exist... but where it does not...  specific problems that drivers develop need to be identified... courses developed... and instructors recruited.  These might include such things as... Retraining for those with poor driving skills: Anti-social behaviour: Anger management: Substance abuse: etc. etc.

Build an Internet Website.
Not something that should prove very difficult for a Government.  [A Website that might be attracting many millions of 'Hits' each year could be something with quite a lot of commercial value... if a Government wished to use it in that way.]  Dealing with these large volumes of Information is quite simple for computer systems... it is already done on Individual Accounts... by Banks: Phone Companies: Utilities: Tax Offices: and companies like eBay: etc. etc.

There are an infinite number of ways that a Website can be designed and operated... so there is not much point us speculating what it might be like at this stage.

Issue a booklet...
for all drivers about the new system.  For all those who are not a part of the system but would be affected by it in one way or another.  This booklet would give them fair warning... could explain what to do if you wanted to... become a Road Supervisor: the qualifications required: how the system would work: offences to be reported: tips on how to avoid being reported: the 'Powers' of Senior Road Supervisors: Review Panels: and the Police: how Information would be gathered: and used... and the consequences of failing to comply with the law.

Instigate a 3-6 month... 
trial period to iron out problems.  As with the introduction of any major system... there are bound to be unforeseen problems.  It is quite possible that the vast majority of points would go to a small minority of drivers... so if there was no trail period... many could lose their licences very quickly: [within a couple of weeks] before they had a chance to change their ways.  It would give everyone a chance to get some 'feedback' from others and see how they faired: [some would invariably do much worse than they expected] so when the trial period ended there would be no big surprises.

Just because the reports during this period did not actually count as 'points' there is no reason why the details should not remain on File: [that would give drivers the incentive to change during this period] those who had accumulated a high number of points [in theory] during this period could be written to... explaining that this Information could be used in the future by a Court: an Insurance Company: or a potential Employer.

Set up a Monitoring...
Committee to study progress.  During this trail period... every aspect of the system would need to be looked at to make sure it was running properly.  That there was no problem with Website software... that everyone understood how to fill out Reports... enough people had been recruited... and that the system was not having any adverse effects which were totally unexpected.  If there were any substantial problems then the final date for implementation could be put off while the problems were sorted out.  As soon as it was decided that everything was running smoothly a date could be announced... or confirmed.  Implementation... bring it Online!
